Wading Pools:

Dear Eric,

you may recall that I was in touch with you last year because of some problems with the Dufferin Grove wading pool -- missing benches around the WP and confusing staffing.

This year it will be important to address the structural staffing problems early enough. To start, I'd like to fact check how much it costs for the wading pool attendants citywide for a summer season (not counting supports/rovers/coordinators/CRPs, etc.).

Could you let me know if the calculations below are reasonable?

There are 90 Wading Pools in Toronto We will assume that 11am to 6pm are standard opening times, meaning 7 hours open per day. We will assume 3 staff per wading pool as this is commonly observed and sometime even higher.

Aquatics Wading Pool Attendant TR0005 $16.66

$16.66 x 3 staff x 7 hours = $349.86 daily $349.86 per pool daily x 7 days = $2449.02 per wading pool weekly 90 pools x 2449.02 = $220,411.80 weekly

Wading pools operate from the week of July 1st until Labour Day (about 9 weeks total)

$220,411.80 x 9 weeks = $1,983,706.20 for wading pool attendants for 1 summer season

I hope that this calculation is clear enough that you can confirm or modify it without much turnaround time.

There are currently 85 wading pools city-wide in Toronto.

To breakdown the cost of the wading pool operation:

Hourly Wage of Wading Pool Attendant: $16.66

  1. of Staff on Average: 2.5-3
  2. of Service Hours in 2023: 33082 hours (hours vary dependant on wading pool)

Of note, the # of staff per wading pool is dependant on basin size, utilization and staff break coverage.

Wading pool staffing

Summer 2022 and summer 2023

Staffing:

- Total hours of onsite pool attendants (total in 2022, and again total in 2023)

- Coordinators (fractional: total hours for DG?)

- Coordinator responsibilities: supplies, time sheets, what else?

- CRP hours (fractional: 1 CRP for how many WPs?)

Pcard:

- Chemicals, sun umbrellas, boots, gloves etc. also brooms etc

There were quite a few days in both of the last summers when there were 3 - 4 staff at Dufferin Grove WP, plus sometimes lunch and break relief, so it doesn't work for me to just divide through the 85-WP-pool total.

Thanks for reaching out. I’m happy to answer any further questions stemming from your original request of information from April 3 2024:

Staffing:

For 2022 and 2023, there were 3 staff regularly scheduled at Dufferin Grove. Any additional staff were scheduled for lunch, break relief and or to support regularly scheduled staff on heat alert days.

We have 3.5 Part Time Aquatic Coordinators that service the wading pool operations in the West Toronto-York area. Total hours are not allocated to a specific wading pool. Part Time Aquatic Co-ordinators support the operational day to day, manage and troubleshoot issues.

Part Time Aquatic Co-ordinator responsibilities can be seen in the linked job profile here.

We have 3 Community Recreation Programmers that oversee the wading pool operations in the West Toronto-York area. Similar to Part Time Aquatic Co-ordinators, total hours are not allocated to a specific wading pool.

Community Recreation Programmers oversee multiple aquatic assets (wading pools, indoor and outdoor pools) while also participating in committees that support the Aquatic Business Unit as a whole.

Purchasing:

All equipment and materials and supplies are ordered in bulk and shared with the entire operation. As such, I’m unable to ascertain the dollar amount that was dedicated specifically to Dufferin Grove. The use of this material is also dependant on operational conditions (i.e. bigger basins require more chemicals, frequent vandalism requires us to stock up more on supplies)
