Howie Dayton said you would be the right people to contact next, about this proposal.

Cathy, you have heard me mention this already, at the April 29 meeting. You said that a business case would need to be prepared.

Christina, you may know that a few of us met with your staff Doug Bennett and Mari Caravaggio last February to find out about partnerships. They said that I would need to apply through FOI to find out more of the details of your existing partnerships. I did, and I now know more. I will write a separate email about that.

Our group has been following the ECDC discussions about the Inclusive Economic Development (IED) framework report. The report is an interesting opening to an important issue, and the July 4 councillors' discussion of the report seems like an invitation to some actions. So our group is putting together some specific "case studies" on relevant IED examples that already exist(ed), to send to the inter-divisional working group and elsewhere.

The Scadding/PFR wintertime rink clubhouse is our new case study of the city's current capacity to put in place a modest, practical partnership that checks all the IED boxes, and more, by the start of the coming outdoor rinks season. We'd like to use the Dufferin Rink experience, along with the city's 2019 rinks social partnership conclusions, to build a "business case" for this partnership, combining specific assets that PFR and Scadding already have at Harry Gairey rink.

Two of us from CELOS met on June 26 with Terri Jones, Sandra Mccallum, and Scadding ED Herman Ellis to acquaint them with the work we've already done, over the past 8 months. The project includes some minor capital work that can be postponed -- the rink setup works okay as it is, to start.

Both Terri and Sandra said, just as you did Cathy, that a business case would have to be made. We sent them a link to the financial summary of skate lending at Dufferin Rink. We also have detailed figures about the food and equipment expenses/income, over many years.

Now, almost a month after the June meeting, and six months since we first proposed the idea, we're enthusiastic to start working on the business case with staff from both Scadding and PFR. Since Terri is the manager in charge of the outdoor rinks this coming winter, could two meetings be scheduled with her, within the next three weeks, where we can talk details?

Hi Bev, There's a problem with your timing, namely:

We've been working on this rink clubhouse proposal for quite a while, as well as making a well-known Dufferin Grove clubhouse happen for 20 years. In 2019, PFR spent $110,700 for four weekend pop-ups to apparently reinvent the wheel, and then didn't follow up.

Now you are offering either of two 30-minute or one hour-long virtual meeting.

I find this kind of rote, on the border of insulting. Also a waste of everybody's time, yours and ours.

I would prefer to be taken seriously, and meet in person. If this half hour or hour screen meeting is mostly to say this can't be done, please ask Cathy and Terri to say it up front. Then we will add that to the negative side of the ledger of what PFR can do re inclusive economic development, youth work, social spaces etc. Sadly, that list is getting longer.

Please clarify and let me know if that seems best in the circumstances.

I’m very sorry if you were offended by the times offered; I was working within the times available in Cathy’s calendar. Of course, we do understand your commitment to Dufferin Grove clubhouse and your interest in growing this work elsewhere in the city.

That said, we will reconnect with you the week of August 12, once Cathy and Terri are back, to schedule some time with you and other appropriate management staff, to determine what is possible for us to deliver together.

Hi Bev, You did not offend me, you had the unfortunate fate of being the messenger. I assume that Cathy directed you to offer us a half or maybe one hour of virtual meeting. Perhaps Howie directed her.

What's needed is a face to face working meeting with Terri to discuss a draft business plan. The idea is to move a step ahead in this process, outlining the practical elements that are needed, listing existing resources, and realistically evaluating costs -- still without any commitment but at least not blue-sky hypothetical. It appears that PFR may have a strong commitment to not moving ahead, in which case it would be good to say that now.

But for us this is now down to an either/or. I guess we'll get that in a little over two weeks. I promise I won't say anything about you being insulting when you write back :).

Hope you are having a nice day. The rink clubhouse proposal has been submitted to the PFR Capital folks for review and to provide an estimate of the funding required to support the concept for Harry Gairey. We hope to have information back from them shortly.

My earliest availability is the first week of September due to prescheduled vacation and I am happy to meet with you September 4 or 6 if you are available.

As the lead for PFR’s internal outdoor rink coordinating committee, I focus on the coordination of PFR programs, but I am happy to continue to help
