PFR has had $2.88B (billion) dollars of approved budgets in the past 10 years ($3.11B in constant 2011 $). That includes a 50% budget increase in real (2011$) terms over 10 years. The population by contrast has increased by 5.4% between 2001 and 2011.

By comparison the City of Toronto overall has seen about a 30% increase in real terms over the same time period.

Here is the Toronto City Budget for "levy supported services" (excluding "rate supported services" like water and parking), which had about a 25% increase over the 10 years. But note that Waste Management was taken out of levy supported services (into rate supported) in 2009, so the last few years of this chart don't compare correctly.
